Practical private-sector experience meets government policy to advance a just, inclusive, and sustainable energy transition in Southeast Asia.
PT Mitra Solusi Energi Berkelanjutan (EnerCoSS) was proud to be part of the Indonesian delegation in the Scoping Mission for South-South Triangular Cooperation (SSTC) in the Energy Sector between Cambodia, Indonesia, and Germany. The mission took place in Phnom Penh from 28 September to 1 October 2026.
What Is South-South Triangular Cooperation in Energy?
South-South Triangular Cooperation (SSTC) is a model in which developing countries share knowledge and practical experience with one another, with a third partner supporting the exchange. In the Indonesia–Germany arrangement, Indonesia is the pivotal partner, Germany the facilitating partner, and countries from the global south the beneficiary partner.
For energy, the model matters because many solutions already exist in the Global South. Indonesia is a good example: its electrification ratio rose from 28 per cent in 1990 to more than 99 per cent in 2020. That track record gives Indonesia real, field-tested expertise to share.
The mission was facilitated by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Joint Indonesian–German Project on Renewable Energy Mini Grids in South-South Triangular Cooperation in Indonesia (ENTRI). The project is commissioned by Germany’s BMZ, implemented by GIZ, and politically partnered with the Directorate General of New, Renewable Energy and Energy Conservation at Indonesia’s Ministry of Energy and Mineral Resources.
ENTRI builds on Indonesia’s long experience with decentralised renewable energy. Indonesia has built more than 1,000 renewable energy mini grids, and ENTRI has coordinated SSTC activities with partner countries such as Nepal, Madagascar and Kenya. Cambodia is now part of this growing network of exchanges
Over four days, the Indonesian delegation, which brought together Indonesia’s Ministry of Energy and Mineral Resources (MEMR) and Cambodia’s Ministry of Mines and Energy (MME), engaged with:
• MME and Cambodia’s Ministry of Industry, Science, Technology and Innovation (MISTI)
• 10 Non-State Actors (NSAs), including private-sector and civil-society partners
The discussions explored potential cooperation topics, including gender mainstreaming in the energy sector. This is consistent with ENTRI’s own focus, which emphasises renewable energy with inclusive gender approaches and the engagement of non-state actors.
The delegation also visited the Royal Group Phnom Penh Special Economic Zone (SEZ) to see energy efficiency in practice in an industrial setting
EnerCoSS’s Perspective: Where Private-Sector Practice Meets Policy
We believe cross-country collaboration achieves the greatest impact when practical private-sector experience aligns with government policy. As an energy management and sustainability consulting firm, EnerCoSS shared insights from our clean energy projects with government institutions and fellow partners.
Policy sets direction, but implementation depends on technical capability, reliable data, and solutions tailored to local conditions. Consultants and practitioners help close that gap by turning national targets into measurable action at the facility, community, and industry level.
The mission successfully established concrete next steps, timelines, and a framework for SSTC through 2027. We extend our gratitude to GIZ Indonesia & ASEAN, MEMR, MME, MISTI, and all partners involved for the rich dialogue. We look forward to turning these initial engagements into lasting partnerships for a just, inclusive, and sustainable energy transition, in Cambodia, Indonesia, and across the region.
